Operational Plan of Neutralization of Protest Actions Participants’ Extremist Activity Operation situation: in order to destabilize the situation in the state
the representatives of so-called “Right Sector” have planned to perpetrate a number of explosions in the central part of the city using handmade explosive devices, most of which have been kept at one of the offices of the House of trade unions.
* In order to prevent the committal of the crime that may have been prapared,
the realization of the special operation “Bumerang” is announced by the ATC (Anti-Terrorism Center) executive by agreement with the Head of the Security Service of Ukraine (SBU), and all necessary forces and means will be involved.
The realization of the force action by the forces of the Internal Troops and the special unit “Berkut” of the Ministry of Internal Affairs of Ukraine within the operation “HVYLYA”It is planned to involve up to
10 000 combatants of the Internal Troops and around
12 000 militiamen and 2000 of them Berkut militiamen.

The conduction of the campsite assault has been planned in two main directions: along Instytutska Street and Horodetska Street. In Khreshchatyk Street the assault groups will force out the protestants towards Beserabska Square and Yevropeyska Square where dense filtration borders will have been put beforehand.

The assault imitation in order to drag away some of the extremists is envisaged in Lyuteranska Street.
3.
Blockage in all other approaches to the campsite by the groups consisting of 300-500 militiamen.
4. After clearance of the territory around the House of the Federation of Trade Unions of Ukraine (at a distance of 100 m) by the combatants of the Internal Troops the initial positions are occupied by
3 combat groups of the CSO “A”(the Center of Special Operations “Alpha”; 224 combatants in all) with the task to release and put above mentioned building under control.
Tasks of the Groups:Group #1 Hiddenly approach to the doors of the building, penetrate into the first floor of the House of trade unions of Ukraine and conduct physical capture of armed criminals on the first floor, further in collaboration with the group #2 conduct clearance of the premises and physical capture of armed criminals on staircases from the second floor towards the eighth floor of the mentioned building, ensure control and preserving of the evidence on the captured floors.
Group #2 Hiddenly approach to the stained glass of the building, penetrate into the second floor of the House of trade unions of Ukraine and conduct physical capture of armed criminals on the second floor, further in collaboration with the group #1 conduct clearance of the premises and physical capture of armed criminals on the staircases from the second floor up to the eighth floor of the mentioned building, ensure control and preserving of the evidence on the captured floors.
Group #3 Using the roof of the neighboring property, walk over to the roof of the House of trade unions of Ukraine, through the entrance of the roof penetrate into the eighth floor, conduct physical capture of armed criminals on the eighth floor, further conduct clearance of the premises and physical capture of armed criminals on the staircases from the eighth floor down to the second floor of the mentioned building, ensure contro; and preserving of the evidence on the captured floors.
Cover and fire support group At the command be ready to provide fire support to the main capture groups, provide passage through the building, neutralize armed criminals who will attempt to escape from the scene.

7. At the time of conducting the force operation, presage
energy and water supply disconnecting in the central part of the city,
blocking of the communication channels in the mentined district in GSM-range, and also
blocking of the exits from the subway stations “Maidan Nezalezhnosti” and “Khreshchatyk”,
blocking of the basements adjacent to downtown residential buildings from which there is access to underground utilities, and also

Blockage of the exits from the subway stations “Maidan Nezalezhnosti” and “Khreshchatyk” through municipal enterprise “Kyiv Metro” (Kyivskyi Metropoliten) capabilities.

9. Before conducting the operation it is planned
to inform extremists through mass media and loudspeakers of requirements to stop unlawful acts, vacate captured office buildings, voluntarily give weapons and other means of destruction; to broadcast informational messages about commiting the unlawful acts of terrorist and extremist nature by the protesters through central TV channels.

10. Determine and organize work on in places of temporary detention and transportation of individuals, involved in criminal activity. Such institutions are considered: remand establishment and gym of GA of SBU in Kyiv City and Kyivska Oblast, pre-trial chambers of Podilsky District Administration of GA of Ministry of Internal Affairs of Ukraine in Kyiv City, Remand establishment #13, Pechersky Arsenal, Disciplinary Battalion (Staroboryspilska Street). Transporting of the detainees has been presaged by special vehicles – so-called “autozak” (currently available 20, it is planned to involve 100 vehicles in total, equipped with DVR).
Reserve of SBU: 2 buses with 39 seats, 3 with 22 seats, 4 with 10 seats. It is also planned to involve transport of Ministry of Defense (MD), Ministry of Internal Affairs (MIA), State Administration of Emergencies (SAE), Foreign Intelligence Service (FIA).

If necessary

Blocking of the roads on the entries to Kyiv City by groups of up to 50 servicemen of Ministry of Internal Affairs and 1-2 vehicles. 12. Simultaneously with the start of the operation provide
blocking of the district of its conduction. On the main approach routes (
10 in total) install additional borders, on which organize conducting filtration measures, including ones of insuring the transporation of detainees by “avtozaks”;
Calculation: Surrounding of the district of conducting anti-terrorist operation (Maidan Nezalezhnosti Square) by
5000 military servicemen of Ministry of Internal Affairs. Providing of checkpoints (10 in total) will be conducted by
200 military servicemen round-the-clock (20 per each one, with changing of 5 men every 4 hours).

13. In order to prevent the use of collector network mines by extremists for retreating during conduction of the special operation it is needed to organize by forces of police patroles warding of:
entries to the collector which lies under Khreshchatyk street (in the building of Bessarabsky Market and in the underpass on Yevropeiska Square);
hatches of the wells and directly mines near the House of TUU (due to availability of the information about taking away ground and fragments of concrete from the House of TUU by protesters, what indicates a possible construction of a passage to the collector);
rainwater outputs (pipes) to the river Lybid in the area of Zhylyanska Street.

6. Carry out information support of conducting of the special operation and its results by forces of Administration “M” of Departament of National Statehood Defence (DNSD) of SBU and Pressroom of Apparatus of the Head of SBU.
7. Form (in necessary amount) temporary investigative groups by the Head of General Investigative department of SBU to ensure documenting of the detected offenses. In case of detecting the explosive remnants, involve forces of Explosive technology service ICTE of SBU.
8. Pass the detained while conducting the special operation individuals to the internal affairs authorities for conducting further filtrating actions and ascorting to the places of temporary detention.
Basic Calculation of the Assault Group1. Tactical situation:
The analysis of the condition of the operational situation in Kyiv City indicates that extremist-minded individuals, including armed criminals, have unlawfully captured the building of the House of TUU (Kyiv City, Maidan Nezalezhnosti, 2).
According to the available data, a great amount of means of destruction, incendiary mixture and other dangerous objects are concentrated in the mentioned building. Besides, up to 1000 armed individuals remain inside the building all the time (the fifth, the sixth and the seventh floor). At the same time 2000 unarmed civilians temporarily stay in the building.
On the basis of the assessment of the developed situation with the goal to prevent and stop armed attacks on the state authorities of Ukraine, make a decision to conduct the special operation by assau;ting the building:
